Project Improvement of Mining Safety Management System (SMKP) Implementation in the Plant Department to Improve Operational Compliance and Safety Performance at PT Putra Perkasa Abadi Site Borneo Indobara

The coal mining industry has a high level of operational risk, requiring the effective and sustainable implementation of a Mining Safety Management System (SMKP). The Plant Department plays a critical role in supporting heavy equipment reliability, occupational safety, and operational continuity. Evaluation results of SMKP implementation in the Plant Department of PT Putra Perkasa Abadi Site Borneo Indobara in 2025 showed an implementation achievement level of 41.05% with a compliance level of 42.75%. Several major findings included document inconsistency, weak supervision practices, ineffective work forecasting systems, and suboptimal contractor management.
This study aims to analyze the implementation condition of SMKP based on PEMMS audit evaluation results and to develop improvement programs for the Plant Department. The research method used a qualitative descriptive approach with gap analysis based on audit findings, field observations, document reviews, and implementation evaluations.
Improvement programs included the establishment of an internal SMKP audit team, periodic internal audits, contractor management enhancement, procedure review through field observation methods, and improvement of supervisor Safety Quality Index (SQI). The implementation results showed increased safety awareness, improved procedural compliance, and stronger operational supervision effectiveness. These programs also supported the development of a sustainable safety culture and continuous improvement within the Plant Department.
